South carolina stat law states that passing on the right is legal if it IS "Upon a roadway with unobstructed pavement of sufficient width for two or more lines of vehicles moving lawfully in the direction being travelled by the overtaking vehicle". .
This would aply in some areas that are not marked for trafic but have a wide shoulder.
